On September 20, Stephen Thorn presented “EPA Inspections, Enforcement, and Updates” to the Illinois Chapter of the American Concrete Institute.  The presentation provided updates on stormwater enforcement actions, new environmental regulations impacting the concrete industry, and the ongoing saga of clean construction and demolition debris (CCDD).  Mr. Thorn also explained the differences in inspections and enforcement actions between Illinois EPA and US EPA, how US EPA calculates its Clean Air Act penalties, and how to lessen the likelihood of formal enforcement actions by either agency.
